congrats on DK card - who's signature?

A while back I bought a Willrich card that was sent to Major Sachsenheimer (later Generalmajor with KC OakLeaves and Swords) congratulating him on his award of the German Cross. From the address he may have been in a field hospital at the time (Res. Laz.). Can anyone identify the signature of the sender (Oberst u. Kdr.). I tried to identify his commanding officer at the following website (sorry, it's in German) and can't figure it out.
