    Is this 1.Oktober award for a TENO member? His rank is NOTHELFER.

    Looks like it to me, yes.
    Collecting German award documents, other paperwork and photos relating to Norway and Finland.

      Yes, Nothelfer was the lowest TENO rank. His unit designation "TK 13" stands for Technisches Kommando (= Technical Detachment) 13.
