Did I translate Properly & Who is the Other Guy?

Just got a new photo and I am trying to assign names to everyone in the picture. Did I translate the name correctly? (Probably not!) and does anybody recognize the guy with the armband?

    Thanks!

      I found a

Rudolf Stöwesand who published a book on the Geschwader Graf Spee (1937):

Stöwesand, Rudolf: Geschwader Graf Spee. — Leipzig: Klein 1937.

May be he is/was related to that guy Stoewesand on your picture?

Hi Joe,forgot to say,the officer on the right appears to wear
          a Hilfskreuzer Badge.

Gerdan!! Thanks. Wonderful information! That number of beers I owe you just keeps growing and growing!

harmel: Yep! It is Kähler and you are correct. Both Koppen-Boehnke and Jung have a Hilfskreuzer badge visible.

Thanks to all! Back to work on my database with this new information!

Any chance the name is actually Stoeweiand instead of Stoewesand? Stoeweiand does appear as a Ltn.z.S. in the 1939 Offizier-Wohnungs und Geburstagsanzeiger der Kriegsmarine book. No listing for Stoewasand.
