Leather Binder Document holder

I have been offered this binder. Looks nice to me, but what is it? The seller is throwing the number of $1000 out there. Im sure its not worth that much. Any ideas of value? I hope this is the right section. thanks for the help

Unless seller has some claim of important history, provenance, a photo of Hiltler holding one exacly like it or a comparable reference(i.e. High Leader), I would say that it is worth far less than $1,000.... but maybe some one here knows what it is, or what it once held.

Here is a couple I have, perported to have been taken from Model's house

it looks like a posh folder for a political figure.
I'm sure a few German companies produced these luxury folders for top brass.
I think its really nice and if you had some nice political documents, they could go together really nicely.
But the price is ringing way off. I would pay maybe 300-400 for it but nothing near the 1000 mark, that's just burning money.
