Yes, both men are NSDAP political leaders.
The collar patches are of the 2nd (1934) or 3rd (1936) pattern. The 1936 pattern insignia were officially replaced by the 4th pattern in 1939, although they were often worn well beyond that date.
The double Guard Litzen designated various ranks/positions. We would have to know their color to tell which ones we actually see here.
