Misterious officer

Hi,
I have three pictures taken in Elbing / Elblag during the WWII and ask for help in identification..

What kind of units are these people? What year may it be?

This, winter picture must be some time later.

It looks like the church is a Mennonite church. Having worked with Mennonites in Lancaster County, Pennsylvania and in Ohio, most came from area of Germany near the Swiss border, Alsace, and Holland. I was not aware that there were Mennonite churches in East Prussia.
