U-boat Captain w/RK ID help

Does anybody recognize this officer? The occasion was a visit of the crew to Gau Bayer in July 1940.

I am also trying to identify the second officer, the one without the U-boat badge, but will do that in another thread.

I think the Captain might be Werner Hartmann.

The second officer has been identified as Victor Oehrn and at the time of the photo had not been awarded the U-boat badge. He was aboard U-37 as a technical advisor and observer for torpedoes after the torpedo crisis in Norwegian waters (Uboat.net).

The Gauleiter in white tunic is Gauleiter Josef Bürckel (Gauleiter of Westmark 1933-1944 and Gauleiter of Vienna from 1939-1940)

Sorry it is not Bürckel, but gauleiter Fritz Wächtler. Very nice photos.
