The signature appears to be that of Generaloberst der Polizei Alfred Wunnenberg who was Commanding Officer of the 4th SS Polizei Division from Dec 1941 to Apr 1943. He was promoted to SS-Gruppenfuhrer on 1st July 1942 & also Generalleutnant der Polizei on 11th July 1942 so the ranks fit within the timeframe. So far I like what I see.
Any chance of a close up of the stamp?

It shows the mix of SS and heer that could be found in the division at the time
Collecting German award documents, other paperwork and photos relating to Norway and Finland.

I can't make out the 1st two Feldpost Numbers but the stamp looks ok. I have seen another citation signed by Wunnenberg while commanding this division and dated for Feb 1943 and the sequence number was 7291/43 so 'yours' has a lower number as would be expected.
The citation looks fine to me.

I can confirm that this is the signature of Alfred Wünnenberg, but he was never a Generaloberst der Polizei. His final rank was SS-Obergruppenführer und General der Polizei und Waffen-SS.

From what can be determined on a computer screen, it looks OK.
