Love the potato masher, good for head bonking I suppose.
Looks more like a late war scene in Germany though, ihmo.

Polish Kapos in germany? I doubt that - and (apart from the soldier) the people do not look very german IMO.

...maybe not a good idea.... but maybe a threat of "tap" would strike fear.

My guess would be that the civilians with the brassards are Jewish Ghetto Policemen.

The first word is very likely "Judenrat", the second one certainly is "Polizei". Below this would be the Polish equivalent.

The types of brassards worn by the Ghetto Police differed greatly from Ghetto to Ghetto. Some examples:

                    http://www.holocaustresearchproject....%20ghetto..jpg

Perhaps the above photo was even taken at this event:

Warsaw ghetto uprising was crushed by SS and Police , not by Army units. Here you can see Army soldier.
in my opinion it is more probably that is photo from september 1939.
if there was clearly visible polish words meaning police or oder polish words that I would I agree that it could have been taken in Poland.

I thought local Army (training) units helped as well?

The visible part of the armband reads:

                              "...DT-POLIZ..."
                              "...SKA POLI..."
