It was more a para-military organisation, certainly not civilian and I would think she definitely qualifies as being one of the highest decorated females of the war.
Interestingly, when the Germans pulled out of Finland in the autumn of 44, a number of Lottas went with them, staying in Norway until the end of the war.Collecting German award documents, other paperwork and photos relating to Norway and Finland.
