Would guess shield "Armenien"

Well I think the last two letters can been seen:

EN

I would go for "Bergkaukasien" because or the "N" stil being above the shield, which is one color (blue), with three horse head in it.

Others ending with "EN":

Armenien (No because of the flag in the shield, three colors + point of shield is wider than text)
Kroatien (No because of shield, white/red nlocks)
Georgien (No because point of shield is wider than text + red shield would be darker on picture)
