LW officer ID PLM wearer

Can anyone help me out IDíng this LW officer. I bought the picture today on ebay, on the backsite is written: stadtcommandant Breda. Breda had during the war an ortskommandantur but also a regional commander, including Fliegerhorst Gilze-Rijen. I would be very pleased with every help!
I can only find back Heeres officers being ortskommandant.
