Is this the same guy, just some time later after he got commissioned and earned a few more decorations?

The two photos look like the same guy; but I'd like other opinions..

Not the same person. In any ID of a person's face, look to the ears. Also notice the outline of the nostrils. Definitely differents persons.

I agree, the guy to the right looks older which would be the opposite if that was the same person since the guy to the left got an EKI and a higher rank
