That's not an S-boot, it's an R-boot (Räumboot), which boat or flotilla however i couldn't tell you.

The 3rd R-Flottille had such bands with black and white blocks on the bridge.

While searching for räumboote, I came across this old topic from years ago. This is R-38 from the 3th R.-Flotilla.
