the flag is portuguese vt,some reports say a portuguese diplomat? while others report a military man?, info if accurate or not! said berlin 1942 not sure if true or not, another report was a delegation from portugal in 42 when 1 died? not sure if that is totally accurate either,but any help to assist welcome,regards woodie..

Def on Berlin,as I can see General Paul von Hase in one of the
pics,as he was Cmdt of Berlin from 15/11.40-20/7/44.

awarded the DkIS in Dec 43 and he is not wearing this medal.
