Unusual photos from Italy - 1939 - Men in Black???

Hi,

Just got these photos the other day and I wondering who are these guys? I am sure some of them are Italian officials, there are few NSDAP functionaries as well, but who are the Germans in Black. Are they military, NSDAP or some other organisation? I see few swastikas on the armbands and on one photo is a guy with arm eagle (SS?)...

Any help will be appreciated!!

Hello,

This uniforms are not black but dark blue and this is a delegation of Marine-SA officers. On the second picture, one can also see on left a HJ (or PL) officer and on right a PL guy.
