Signature help...

I've got a KVK II mit Schwertern document issued at St Q. ( somewhere on the French coast - sorry I can't be be more specific - that's all that's typed in ) to a Verwaltungsmann ( I assume that's a civilian support postion ) in the Kriegsmarine. It's dated Sept 1, 1943 & signed by a Vizeadmiral, Der Kommandierende Atlantikkuste. Does anyone know who held that position? I'm asking as the signature is illegible & it would be nice to know.

Thanks for the help. I've had the document for a couple of years now ( part of my KVK "set" ) & it's always kind of bugged me that I couldn't make out the signature.
