Officer in a cape

Can anyone recognize either this officer, or what branch of service? It could be Vichy France and a French Officer in Wehrmacht uniform?

Thanks for posting 2 very nice photos.
The officer with cape is Austrian Army,the other officers look
as if they are ex Austrian officers who have enlisted into the
German,I have been trying to id this officer,no luck yet.

I'm not sure it's a cape so much as just a greatcoat draped over his back.
