Sudeten German in Czechoslovakian Uniform 1933

I found this picture not so long ago. Can someone confirm it's a my thoughts about this guy being a Sudeten German in Czechoslovakian Uniform.

I can't read the city near the date. Zélina?

The guy may be from Slovakia as the town where he was stationed is is ZILINA, one of the bigger towns in that country:

PS: Of course in 1933 Slovakia was part of Czechoslovakia and therefore this soldier could be Sudeten-German (a citizen of Czechoslovakia) serving in today's Slovakia.
