Weimar Republic period Police. Couldn't say from the no insignias but blurry belt buckles armored car crewmen, but the two men in second photo are wearing only a single state cockade, as police did, and the man far right is in dark green police uniforms (Reichsheer cut but dark color, buttons at back of plain collar tabs, state cap cockade only) that only came in around 1920.
