Rad ID Question.

I recently bought this from another member and it arrived thismorning. After having a closer look the id itself looks ok but at least one of the stamps looks very suspect. For one the eagles head is looking in the wrong direction compared to other stamps i've seen. Just looking for confirmation that it is indeed a fake stamp that has ruined this nice id. Any comments would be much appreciated.
