Looks like he has a good sized Ribbon Bar though I can't determine the ribbons.

He's wearing Knight's Cross, Wound Badge, Panzer Assault Badge and I just seean Iron Cross clasp.

It might be Maximilian von Herff but I am not sure.
Here is some info about this guy :
DoB : 17/04/1893
DoD : 06/09/1945
DKiG : not awarded
RK : 13/06/1941 as Obest and C.O. Kampfgruppe "vonHerff" (Sch. Rgt. 115) in 90. Pz. Gre. Div.
He was transferred to the WSS and was the head of the SS Personalamt. He ended the war as SS Ogruf.
