My guess is this is the Black Sea coast of Krim. The minaret on the left is typical of that place that is heavily populated by Crimean Tatars.

It could also very well be Libya but who knows for sure. Is there any hint written on the back of the photo like a year?

sorry, i have not the photo only the scan, this guy was a winer of krim shield so Filip could be nearby.
