Hello, Todd.

Although I can find no photos for confirmation, I'm almost certain this is the later SA-Brigadeführer Hermann Ritter von Schöpf (here as an SA-Oberführer, the rank he held from 1 Feb. 1932 to 1 Sep. 1933). He was one of the very few senior SA leaders to hold the Ritterkreuz des Kgl. Bayerischen Militär-Max-Joseph-Ordens.
He also held the following posts, and given that the whole picture also contains Karl Wahl (Gauleiter of Schwaben), they seal the deal for me:

15.02.1933-31.08.1933 beauftragt mit der Führung [i.e., charged with acting leadership] of SA-Untergruppe Schwaben (Augsburg)
00.00.1933-22.02.1934 Sonderkommissar der Obersten SA-Führung für Schwaben und Neuburg.
01.09.1933-22.02.1934 Führer of SA-Brigade 87 “Schwaben” (Augsburg).
