Yes, they are cigarette card albums.

The Adolf Hitler is the more common of the two shown here. It went through over 20 editions. You can check to see what the part of the print run this example is by checking on the reverse of the title page. As the political fortunes of those pictured on some of the cards rose and fell, pictures changed (Hess, Blomberg are 2 such examples).

The Männer title is the nicer of the 2 items you have and in fine condition and complete with all cards present will bring 150 usd or more.

The Adolf Hitler example you have here is in the 25usd range due to its condition.
