I have a Photo from a guy he wears for me not to identify collor tabs.. See photo what is he ????

Yes, this is an Eastern Peoples' volunteer wearing the 1942 pattern rank insignia.

He is a Sergeant as denoted by the braid on his shoulder boards and collar tabs.

The correct German rank designation is Feldwebel (if this is a member of the Turk-Verbände) or Stellvertretender Zugführer (= deputy platoon leader) if he served with the Sicherungsverbände or Schutzmannschaften.
