I don`t think such a balcony existed on the old Reichskanzlei.
I suggest Kaiserhof.

My mistake the right name is the Präsidialkanzlei, no Reichskanzlei.

Unfortunately the caption is in poor condition but we can see a reference to a balcony of Präsidialkanzlei.
