It's a promotion document from Unteroffizier to Feldwebel. Looks perfectly ok to me. The sig is the later Generalleutnant von Wachter.

Watermarks are perfectly normal, they're not encountered too often but they're not uncommon

Thnx for the info the doc came in a set with westwall doc and 4 years service wehrmacht dit wachter get any high decorations ?
