If he is. it could possibly be the guy with his back to us speaking to the other officer by the side of the train. Impossible to verify. Wrong forum placing though, I would suggest the imperial section.

The man in cape with his back to the camera (slightly blurred) is Kaiser Wilhelm II. I think the writer of the caption is referring to Wilhelm's other title as King of Prussia. He was Kaiser of the German States and King of Prussia.

Regarding value, IMHO, the photo is worth very little since the Kaiser's back is turned away from the camera. Coupla bucks at most.
