Ribbentrop with an unidentified officer

Hello, does anyone know who is the officer near Ribbentrop and where is he from? The seller supposes that he was an Italian but I think that that's not real. I can't recognize any Italian uniform like that and for me it's likely he was a Spanish or some other nazi allied. Thanks in advance for your support. Val

Spanish Foreign Affairs Minitry, Ramón Serrano Suñer, born September 12th, 1.901 died September 1st, 2.003. He was brother in law of Spnish dictator Francisco Franco (he was married with a sister of Franco´s wife).

He is faomous for a speech in Madrid just after the start of Barbarossa when he cried to a crowd of Falangist and supporters of the government "Rusia es culpable" (R%ussia is guilty) in alusion of the devastation of Spain during the Civil War and this speech was the start of the Spanish involvement in the Russian campaign.
