The Luftwaffenpersonalamt Amt V (Chef für Ausz. und Diszplin) was just one of 11 large sections within LPA. There were 60 or 70 people assigned to Amt V at any given time, so unless someone can read that signature for you it will be very difficult to know who it is. It may not even be a Luftwaffe officer because Amt V was staffed mostly by civilians.
