I believe the signature is that of Oberstleutnant Albert Praun, later General der Nachrichtentruppe, German Cross in Gold winner (07.02.43 as Generalmajor and Kdr. 129.Inf.Div.) and Ritterkreuzträger (27.10.43 as Generalleutnant and Kdr. 129.Inf.Div.).
