U-Boat Unterseebootskommandant Portrait

Greetings All. I've never visited this part of the Forum, but I'd like pay a visit... I just picked up this framed portrait. The fellow said he bought it years ago and the family told him it came from a U-boat...meaning it was actually on the sub...It has no glass, but a varnish type finish over the image. It is signed by the subject I guess, just below his Cross. No glass due to mildew while on a ship, I'm told. What is it, what does it say on the back?

I'm thinking it would look great in my office, but I may sell it. I would appreciate any info you could provide...especially, what it says!
