Purchased this photo off German ebay without really knowing what it is. Can any of you police collectors out there identify what this guy is?

On his chest he has the SA sportbadge, underv the elbow the NSKK Kraftfahrraute, On the upperarm it looks like the Werkfeuerwehr-badge, on his schoulder it looks like the Oberwachtmeister (Schutzpolizei).
