Bodewin Keitel

I have a quick question about Bodewin Keitel and his position as a Chef des Heerespersonalamt. I know that he assumed this post before the war and held it for most of the war. I have seen many citations signed by the above General der Infanterie from 1942, but have never seen one from 1939-1941. Was he responsible for the signing of any award documents prior to 1942? And was there a shift in policy at that time and certain documents could be only issued by Heerespersonalamt?

Nevertheless, if anyone can answer my original questions or if anyone has a citation issued before 1942 and signed by Keitel, I would love to see it...
