German Map, which organization?

I was given this map several years go by another collector, it is of an area of southern Scotland. Seems to be dated 1938. I was wondering which organization would have used this, as its labeled "nur fur den Dienstgebrauch!", or is that a relatively ambiguous term?

It just tells us that it is a german military map. It could have been used by any arm of service.
