Its a mixture.
Late war Coastal Artillery tunic, chevrons on field grey backing, with a political(?) cap.
The eagle on the cap isn't political but may have been added, looks a bit HJ to me.

Someone I explained the Photo on the Phone..made a guess that it could be MArine SA but he was aslo confused by the Visor Hat.

Definitely not Marine SA--I agree with Seanus. I've seen late war photos where a hodgepodge of uniform pieces were being worn, and perhaps that's the case here.
