Help needed with ID on 2 pics

I found ''spring 1941'' and Lt. Weidtke (proberbly Kurt Weidtke, later promoted to Hauptmann, barer of the Deutsches kreuz im gold)

Can someone help me with the rest of the text? Sutterlin is realy not my thing.



A rather intressting pic, look at the number of cars and people. Hwo's taking the inspection? And where is this pic taken?

The 2nd picture is proberly made in 1938 during the anschluss of Tjechoslovakia. The city could be Troppau (Opava).
