The stationary would have been used by Reichsleiter Philipp Bouhler who was Der Chef der Kanzlei des Führers der NSDAP.

you are right: since 1934 - 1945 Philipp Bouhler was the "Chef der Kanzlei des Führers der NSDAP". He had the rank of an Obergruppenführer.

Born 11 Sep 1899 after the end of WWII he was in the escaping group of Goering when he was captured by US troops and brought to an internment camp in Dachau (the former KZ).

On the way to Dachau 19 May 1945 he committed suicide.
