RKS is probably the Reichkommission für die Seeschiffahrt (State Commission for Merchant Shipping).

The RKS organised the civilian ship traffic, transport routes, capabilities, resources, equipment etc.. for the civilian transport ships. It was responsible for the supply of the civilians with goods that have to be shipped in for example.
