Could also be Denmark, who knows.
I think that the first photo (building on the left) will be the key to your answer, maybe you can try your luck on some other forums.
I know that there is a Norwegian WW2 site, but don't remember the name of it.

Lebensborn was mostly active in Germany and Norway. By the look of the blonde haired mother plus the mountains in the background it could be Norway.
