Need help identifying a general from photos

Here are some cut outs from some original photos that a close friend of mine purchased recently. He would like to know who the general is in the pics. In the first pic he is shown alone. He has the RK and the Golden Party Badge, which I hope would narrow down the field. In the second photo, I placed an arrow over his head but would appreciate any info on him or any of the other generals/officers pictured. Thanks in advance for any help.

Thanks for the fast response Glenn. That was almost too easy. For some reason it just doesn't seem to resemble him in the face. I think it is due to the "rabbit" tooth look in the first photo. Any idea who the other Generals in the second photo might be?
