Austrian banner or not

I'm on diving vacation and have some time to do my homework. That is going through piles of photos. Sometimes it's more or less straight forward, since I consentrate on Norway related materials.

But then you find something that should not belong in the lot or set. This one came up, and I'm wondering if this is Austrian soldiers in this truck. The banner indicates so. And look at the people who they pass by.

Can you sharpen focus and enlarge what it actually says on the old truck?

From the soldier at left among the civilians who appears to be wearing a Gebirgsmütze and leggings, probably late war?

In which case the flag with tassel being flown on the truck may be Hungarian?

Those citizens don't all seem very enthusiastic!
