Well the signature is from the right man. Vizeadmiral Witold Rother, Oberwerftdirektor of St.Nazaire 19.10.42 to 10.05.45

Unusual without a stamp, but looks like a very nice document.

Here is a Wehrpass with the entry for this badge. Served on U113 in the First War, then built U-Boats during the Second War !
