Spanish Cross in Bronze Document

This came in with a bunch of items. I do not know much about paper. I would appreciate comments on originality etc.

It has been folded up to fit in a wehrpass (?) but is all still there in good shape. I have changed the color of the paper so the embossed eagle can be seen. It is too large for my scanner. I believe this is a rubber stamp for AH?
