I found this woven bookmark in a period book. Who is he?

Hi everybody,

I need help identifying this fellow please! It's a woven (perhaps silk) bookmark that I recently found in one of the original 3rd Reich books that I was looking through. Who is he, and did he have any significance in the 3rd Reich?

The condition isn't the best, so it's probably not worth much in any case.
