what you have is a duplicated letter, exposed from Kraft Durch Freude,-(part of the German working Front) given to visitors at Kärnten/Steiermark(Austriche)
to visitors at this part of the land,-
It reads, that Kärnten have "grown" up in the new state, having 4 years behind struggeling for the III Reich,-
It seems to me, could be given to visitors which got some sort of entertainment from KdF(Workers sparetime organization)

Maybe "rare", that not many are still around.
But not "rare", it's worth a lot of money, I don't think. It's something a tourist bureau or similar would hand out.

I think maybe the 4 years it refers to are those of the First World War, because it says "the past 4 war years (Kriegsjahren)". Not sure it refers to the previous 4 years, maybe 33 to 37, when Germany became the 3d Reich, then annexed Austria in....1938?

Maybe somebody else here can clarify for us.

"trotz der vergangenen vier schweren Kriegsjahre" (Despite the past four years of war) definitely refers to the years 1915-18. "mit dem grünen Wahlzettel im Jahre 1920" (with the green ballots in 1920) should be an allusion to a plebiscite in 1920 with the result that Kärnten remained a part of Austria.
