In the old german handwriting there is always a "-" above the letters "u", as seen here at "Bunker" and "Gruß" - not to be confused with the dots on the "u" for "ü", the famous "Umlaut".

"Gruß" = regards (seen here)

"Grüß`" = say hello to

Since these buildings were fairly standardized, it is hard to say- plenty of those garages are still in existence in active barracks today.
