Nice potrait!

Hello all,
recieved these photo's today. First up is a nice portrait, soldier with Ost medal, EK2, WB,and IAB. The IAB looks a little more rounded to me than usual, or is it just the pic.
Pic 2 is of what must be someone of a high ranking going by the arm band. If anyone could give me any info on these pic's it would be much appreciated.

Edited the photo so you can now see the armband which looks exactly the same as Bormanns, so this person i think, must be of the same standing. The armband is a Reichsleiter kampfbinde which i saw in another thread on WAF!
Tried googling, but to no avail.
Please, if anyone knows who this is, please let me know.

thankyou very much for letting me know who this is. I was begining to think nobody knew who it was!
Just made a quick Google about him, very interesting reading.
Nice to have a unpublished photo of such a prominent Nazi figure.
