You shouldn't link scans hosted by other forums. As it happens i know it's on GCA and can answer.

Yes, this is perfectly normal and common. The 22 August 1942 was the date the award was granted by the unit in orders. For those soldiers who had qualified but weren't with the unit then it could take years for the paperwork to catch up.
